Melissa Hathaway
Acting Senior Director for Cyberspace on the National Security Council and Homeland Security Council

Melissa Hathaway is the Former Acting Senior Director for Cyberspace for the National Security and Homeland Security Councils. Earlier this year, she led a 60-day interagency review of the plan, programs and activities underway throughout the Federal government dedicated to cyber security. Ms. Hathaway has served as Senior Advisor to the Director of National Intelligence (DNI) and Cyber Coordination Executive. She chaired the National Cyber Study Group (NCSG) and was appointed the Director of the Joint Interagency Cyber Task Force (JIACTF) in 2008. Before entering government service in March 2007, Ms. Hathaway was a Principal with the consulting firm Booz Allen Hamilton and led information operations and long range strategy and policy support for key offices within the Department of Defense and Intelligence Community. Ms. Hathaway has a B.A. degree from The American University in Washington, D.C. She has completed graduate studies in international economics and technology transfer policy, and is a graduate of the US Armed Forces Staff College, with a special certificate in Information Operations.
Bill Crowell
Former Deputy Director, National Security Agency
Bill Crowell has served as an ArcSight Director since 2003. Mr. Crowell is an independent consultant in the areas of information technology, security and intelligence systems and serves as Chairman of the Senior Advisory Group to the Director of National Intelligence. He also served as President and Chief Executive Officer of Cylink Corporation, a provider of network security solutions, from 1998 until its acquisition by SafeNet, Inc. in February 2003. Prior to Cylink, Mr.Crowell worked at the National Security Agency, where he held a series of senior executive positions, including Deputy Director of Operations and Deputy Director of the NSA. He also serves as a director of several private companies. Mr. Crowell has been quoted in many trade and business publications including the Wall Street Journal, BusinessWeek, USA Today, Information Week, Network World, Computer World, Federal Computer Week, CIO Magazine and the San Jose Mercury News. Crowell has also appeared on CBS MarketWatch, CNET News, CNBC and KNTV’s Silicon Valley Business. He was the technical advisor to the TV series, “Threat Matrix” during its run on ABC in the 2003 season. Mr. Crowell holds a B.A. in Political Science from Louisiana State University.
Lieutenant General Harry D. Raduege Jr. (USAF, Ret)

Lieutenant General Harry D. Raduege, Jr. (USAF, Ret) is Chairman of the Deloitte Center for Network Innovation. General Raduege served 35 years in the U.S. military and worked in the technology areas of telecommunications, space, information, and network operations. In his most recent position as the Director of the Defense Information Systems Agency, he directed planning, engineering, and implementation of interoperable communications and intelligence systems serving the needs of the President, Secretary of Defense, Joint Chiefs of Staff, combatant commanders, and the military services. General Raduege was appointed by the Secretary of Defense as the Commander of the Joint Task Force for Global Network Operations and Deputy Commander for Global Network Operations and Defense for the U.S. Strategic Command. He also served as Chief Information Officer for North American Aerospace Defense Command, U.S. Space Command, and Air Force Space Command. He is co-chair of the Center for Strategic and International Studies’ (CSIS) Commission on Cyber Security for the 44th Presidency and serves in many advisory roles with organizations such as the Cohen Group, the United Services Organizations (USO), and the Network Centric Operations Industry Consortium (NCOIC).
James Lewis
Senior Fellow, Center for Strategic and International Studies (CSIS)
James Lewis is a Senior Fellow and Program Director at CSIS where he writes on technology, national security and the international economy. Previously, he worked in the Federal government as a Foreign Service Officer and as a member of the Senior Executive Service. Mr. Lewis has authored numerous CSIS publications, including Building an Information Technology Industry in China: National Strategy, Global Markets (2007); Foreign Influence on Software: Risks and Recourse (2007); Waiting for Sputnik: Basic Research and Strategic Competition (2006); Globalization and National Security (2004); Spectrum Management for the 21st Century (2003); Assessing the Risk of Cyber Terrorism (2002); and Preserving America’s Strength in Satellite Technology (2001). Most recently, he was the Project Director for CSIS’s Commission on Cybersecurity for the 44th Presidency, whose report has been downloaded more than 37,000 times. Mr. Lewis appears frequently in the press and serves on several Federal advisory boards. His current research involves innovation and economic change; asymmetric warfare; and intelligence reform. He received his Ph.D. from the University of Chicago in 1984.
Jim Jaeger
Director Cyber Systems, General Dynamics Advanced Information Systems (GDAIS)
Jim Jaeger manages the Cyber Systems business area at General Dynamics Advanced Information Systems (GDAIS), including the General Dynamics Digital Forensics Lab. Jim is the Director for a wide range of offensive and defensive cyber programs, including support for the DoD Cyber Crime Center (DC3), which conducts forensic examinations for the Defense Computer Forensic Lab and performs research, development, test and evaluations for the Defense Cyber Crime Institute. Previously, Mr. Jaeger created GDAIS’s information assurance and critical infrastructure protection group, which has developed a wide variety of Information Assurance tools, ranging from the Air Force’s intrusion detection infrastructure to the only network based multi-level security (MLS) system accredited by the National Security Agency at Protection Level 4 without waivers. Mr. Jaeger is a former Brigadier General in the United States Air Force. His military service includes stints as the Director of Intelligence (J2) for the U.S. Atlantic Command, Assistant Deputy Director of Operations at the National Security Agency, and Commander of the Air Force Technical Applications Center. Mr. Jaeger received his Bachelor of Science degree from the Air Force Academy and his Master’s degree in Management & Supervision from Central Michigan University.
Sameer Bhalotra
Lead Staff Member for Cybersecurity, US Senate Select Committee on Intelligence
Sameer Bhalotra joined the Senate Select Committee on Intelligence as a bipartisan professional staff member at the start of the 110th Congress in 2007. He covers cybersecurity and other technology issues for the Committee. Prior to this role, Mr. Bhalotra worked to develop new cross-community technology programs as a founding member of the Science and Technology staff within the Office of the Director of National Intelligence. Mr. Bhalotra began his government career in Washington, DC as an engineer at the Defense Intelligence Agency and then joined the Central Intelligence Agency, working on Directorate of Science & Technology projects and subsequently supporting the CIA Director. Mr. Bhalotra received an undergraduate degree in Chemistry and Physics from Harvard University and a doctorate in Applied Physics from Stanford University, specializing in nextgeneration optical sensing systems. Thomas Reilly has served as ArcSight Chief Executive Officer since September 2008 and as the President since August 2007. Mr. Reilly served as ArcSight Chief Operating Officer from November 2006 to September 2007. From April 2004 to November 2006, Mr. Reilly served as Vice President of Business Information Services of IBM. From November 2000 until its acquisition in April 2004 by IBM, Mr. Reilly served as Chief Executive Officer of Trigo Technologies, Inc., a product information management software company. He holds a B.S. in mechanical engineering from the University of California, Berkeley.
Hugh Njemanze co-founded ArcSight in 2000 and has served as Executive Vice President of Research and Development and Chief Technology Officer since 2002. Mr. Njemanze leads product development, information technology deployment, and product research, and is an Advisor at Silicon Valley Internet Capital. Prior to ArcSight, Mr. Njemanze served as Chief Technology Officer and led product development at Verity, a provider of knowledge retrieval software products. Mr. Njemanze also worked at Apple Computer in Software Engineering, where he was one of the key architects of the Apple Data Access Language (DAL). He was the coarchitect of CL/1 (Connectivity Language One) at Network Innovations, which was later acquired by Apple in 1998. Prior to that, Mr. Njemanze co-developed several language compiler products at Hewlett Packard. Mr. Njemanze received a B.S. in Computer Science from Purdue University.
Louie Gasparini is a veteran in the electronic commerce and on-line security industries. Louie built the original Wells Fargo on-line internet banking service, and later founded PassMark Security focused on consumer authentication and fraud detection. Louie has a unique understanding of the fraudster underworld and the tools and methods used to undermine site security systems. He is currently active in identifying new approaches to fight and identify fraud. For the past seventeen years, Billy Harris has been wowing corporate audiences throughout the United States and around the world. His razor-sharp timing and brilliant improvisational skills have made him one of the most sought-after Corporate MCs in the business. A cousin of Vaudeville great Georgie Jessel, Mr. Harris has been performing his entire life. By the tender age of five and a half, he understood how to “work a room”! Mr. Harris entertains thousands of people each year, working for such companies as Microsoft, IBM, Charles Schwab, Heineken, Accenture, Boeing, Hilton, HP, Fujifilm, and Samsung.
